This should be a 'BOTH' answer.
Al Queda never had strong leadership, a collection of radical Muslim individuals who joined together as each sub organization fell apart, due to money shortage. Bin Laden had the bucks to breath life into them until disowned and broke. He saved the organization when they had run out of enemies, other than other Muslims, with his speech rallying around a war on America. Individuals remember and act randomly, most not actually members.

well obviously they arer still around in Libyia and Egypt. They should bewatched at all times and our people protected
